Ruto: Promotions, Tablets, EVs and Support for Village Elders — A Major Overhaul for Grassroots Service Delivery
Nairobi, State House — President William Ruto today announced a sweeping programme to strengthen grassroots governance and security under the Bottom-Up Economic Transformation Agenda. The measures — shared with more than 15,000 chiefs and assistant chiefs at State House, Nairobi — include rank promotions, digital tools, new vehicles, recognition and stipends for village elders, and a large expansion of administrative and security infrastructure. - Promotions: All trained chiefs and assistant chiefs will be promoted by a rank effective 1 July 2026.
